Carmen Blackmore

Biography
Carmen Blackmore is a PMP®-certified project manager and committed volunteer leader dedicated to strengthening the PMI Arizona Chapter. She values collaboration, accessibility, and meaningful member engagement, believing every project professional, whether in Phoenix, Tucson, or the most remote parts of the state, should feel connected to their chapter. Drawing on formal education in business and sociology, she blends strategic expertise with a deep understanding of people and communities.
In her role as Community Transition Coordinator at CCMC, Carmen leads national operational transitions, aligning cross-functional teams in Finance, HR, IT, and Operations. She has successfully managed numerous complex transitions, introducing scalable tools, standard operating procedures, and integration strategies that improve efficiency and deliver consistent outcomes.
Beyond her professional work, Carmen developed and expanded a Military Spouses Mentorship Program into a fully funded Department of Defense initiative, led impactful projects with the Armed Services YMCA, and earned national recognition on The Oprah Winfrey Show for her contributions to the resiliency of military families. She is dedicated to shaping a PMI Arizona Chapter where members feel supported, represented, and inspired to excel.

Why are you running?
I am running for the Board to help build a united PMI Arizona Chapter that serves and represents members across our entire state. With the Phoenix and Tucson chapters merging, we can honor each chapter’s history while creating something stronger, one that connects regional hubs, rural communities, and everyone in between. My goal is to ensure all members have equitable access to resources, mentorship, and professional development, regardless of location. I bring experience leading outreach in geographically dispersed areas, creating inclusive programs, and building scalable processes that strengthen collaboration. I also believe in giving back, creating opportunities for members to engage with and serve their local communities through chapter-led initiatives. By combining these priorities with a commitment to listening and acting on member feedback, I aim to help PMI Arizona grow in reach, relevance, and impact while making a positive difference in the communities where we live & work.


What specific personal talents, skills, or experience will you bring to the PMI Arizona Chapter?
Strategic program development, operational process design, volunteer leadership, community engagement, large-scale project coordination, stakeholder alignment, and experience in building sustainable outreach initiatives. Recognized nationally for my work with military families, I bring a track record of creating impact-driven programs that connect, support, and empower diverse communities.


How do you envision the new AZ Chapter fostering inclusivity and delivering meaningful value to all members?
I envision the PMI Arizona Chapter as a connected, inclusive network where every member, whether in our regional hubs, rural towns, or anywhere in between, feels valued and engaged. With the Phoenix and Tucson chapters coming together, we have the opportunity to blend the strengths of both while serving members across the entire state, from the Sonoran Desert to the northern mountains.
This begins with intentional outreach to underrepresented and geographically remote members, ensuring they have consistent access to events, mentorship, and professional development. By leveraging virtual platforms, hybrid events, and community-led initiatives, we can empower local groups to address their unique needs while staying connected to the chapter’s shared vision.
Inclusivity also means creating diverse leadership pipelines, amplifying member voices, and removing barriers to participation. Delivering meaningful value requires aligning programs with members’ professional goals, offering relevant, high-quality content, and fostering a culture of mentorship, collaboration, and service. By building strong relationships with local partners and creating opportunities for members to volunteer and give back, we can strengthen both our profession and the Arizona communities we serve. My aim is to ensure PMI Arizona is a place where geography never limits engagement, and every member can grow, connect, contribute, and make an impact.
